Unfortunately, there is no one particular piece of software that works for all computers, external drives, flash drives, MP3 players, tablets, video games systems etc. A forensic examiner is required to have multiple pieces of software to perform an examination, and the average cost of a forensic software program is $3,000. Updates for the software are usually required on an annual basis. These updates are essential to keep up with the demands of technology.
Training for Investigators, Forensic Examiners and Prosecutors-Technology changes on a daily basis. As more sophisticated equipment becomes available for everyone to use those involved in ICAC investigations find they are often behind the curve because they do not have the most up to date training. This has resulted in some child predators not being investigated adequately because adequate training had not been received.
Much of the training required for investigators and prosecutors is offered at no cost or a reasonably low cost; however the training is almost always held at outside Idaho. We are constantly attempting to find additional funds to cover the costs associated with this training such as travel and hotel costs.
Training for forensic examiners is also almost always held outside Idaho; however training for forensic examiners often averages around $3,000-$4,000 dollars for tuition plus travel expenses. We often apply for various grants to assist with these expenses; however we find ourselves often competing against a pool of candidates nationwide for funding for a class allowing 25-30 students.
Community Education as a Means of Prevention-In order to combat sexual abuse to the fullest extent possible we must educate the members of our communities including our children. No price tag can be placed on even one child who avoids being a victim of sexual abuse because of the prevention education they have received.
Some examples for current prevention education include advertisement billboards seen by thousands throughout communities and safe on-line technology use and tips as commercials prior to children’s movies in movie theaters. Server Backup Storage-Because of the unique nature of ICAC investigations the information and evidence requires special handling. Whereas most other types of information can be stored on an agency’s local network ICAC information contains sensitive material and crime scene footage of sexual abuse. It is of utmost priority to keep this information restricted. This requires ICAC investigators to have their own server for storage for this information. This ensures none of the information can be placed on any other local networks within a respective agency.
ICAC investigations are also unique because a large amount of the evidence in a case is digital versus physical evidence traditional law enforcement must deal with. What this means is that ICAC evidence cannot be simply placed into a secure room with a lock, and it will be there the next day for whoever needs it. Because of the unique fact that most ICAC evidence is digital there must be a way to back up the evidence in case of a failure. Currently, most ICAC investigators are forced to back up their information pertaining to an investigation onto an external hard drive. These often have a high failure rate, and ICAC investigators have lost digital evidence relating to investigations. This could possibly have the detrimental effect of a child sexual predator walking free because the evidence against him/her was lost.
A separate server for storage not only allows for the sequestering of the information, but allows for redundant backups of the data to ensure no information is ever lost.
The current average cost for a server with adequate storage with the equipment for redundant backups in place is $20,000.

Within most homes we encounter we find multiple pieces of digital media such as CDs, DVDs, flash or thumb drives, external hard drives, SD cards, micro-SD cards etc.
In most circumstances this evidence must be collected and examined at a later date by a forensic examiner. This requires the piece of digital media to photographed, cataloged, secured in an evidence bag and eventually transported to the forensic examiner. This process is time and resource intensive. Computer examiners and others are often required to work in foul environments to perform their work.
ICAC investigators often encounter living arrangements like this. Investigators are required to work for multiple hours in these environments.
A mobile forensic truck is a computer forensic lab on wheels. It would be equipped with all of the equipment a forensic computer examiner needed to perform a preview or computer exam on site. This would allow for quicker identification of what items needed to be seized, and eliminating the need for the seizure of unnecessary items and the work that is required to do this. A mobile forensic truck would also allow a clean working environment for those having to investigate sexual predators who live in homes like you see pictured above.
